No. 115 Notice on Epidemic Prevention and Control

　　On the afternoon of April 26, among the people subject to management and control at the quarantine site in Wuxi, the nucleic acid testing results of three people (all of them are classmates of the asymptomatic patient ① ) were found to be positive. On the evening of April 26, Wuxi Center for Disease Control and Prevention reviewed the results and confirmed they were positive. The three people were then transferred to the designated hospital for further diagnosis and treatment. After consultation with the municipal expert groups, they were diagnosed as Covid-19 asymptomatic patients.

　　As of 10:00 a.m. April 27, after personnel screening, 36 close contacts and 8 secondary close contacts of the three asymptomatic patients were found and quarantined at designated sites for medical observation. Their nucleic acid testing results were all negative. A total of 225 samples of articles and environment in relevant places have been collected, and the nucleic acid testing results were negative. On April 26, a nucleic acid testing campaign was launched in the city for teachers, students and working staff in all primary and secondary schools (including secondary vocational schools and technical schools) as well as kindergartens. A total of 807,3000 people took the testing and all the results were negative. On April 27, the second round of district-wide nucleic acid testing was launched in Xishan District and a total of 952,000 people took the testing. As of 10:00 a.m April 27, 672,000 results were negative and the rest are pending .  

　　The three asymptomatic patients have relatively simple movement tracks. From April 22 to 25, they were all driven to and back from school by their parents. The places they’ve been to include Wenjing Campus of Wuxi Tianyi Experimental School, Youduyuan Residence Community in Guangyi Sub-district of Xishan District, Shanheyayuan Residence Community in Anzhen Sub-district of Xishan District, and Jinghumeiyuan Residence Community (No. 399 East Hongye Road), all of which have already been placed under management and control.

　　All residents shall earnestly shoulder their responsibilities for epidemic prevention. If you have been to the above places during the aforementioned period, please report to your residing community (village) and employer at the earliest time possible, and cooperate to apply prevention and control measures such as nucleic acid testing and health monitoring. “Jiangsu Health Code” will turn yellow for the residents who have been recognized as contacts of the confirmed cases either in time or space, and these people shall readily complete the nucleic acid testing for 3 times in 3 days as required. While out for testing, please wear masks, and don’t take public transportation, go to places where people gather, or participate in gathering activities.

　　Currently, schools are the key places to apply epidemic prevention and control measures, and there’s no room for risks. All the schools in Wuxi shall resolutely take into consideration all the details and the worst-case scenarios when applying epidemic prevention and control measures, and ensure the health and safety of teachers, students and working staff. To this end, the following prevention and control measures shall strictly be applied at schools in Wuxi:

　　1. All the teachers, students and working staff in primary and secondary schools (including secondary vocational schools and technical schools) as well as kindergartens in the city will be required to take nucleic acid testing on weekends, the first day (usually on Monday) and the fourth day (with a two-day interval and usually on Thursday) after returning to school from public holidays. On each school day except for the aforementioned days, 20% of the students at these schools (20% of the students in every class) will be randomly selected to take nucleic acid testing.

　　2. Key personnel on duty, including teachers, security guards, cleaners, dorm keepers, catering service workers and mailroom clerks, shall take nucleic acid testing once a day.

　　3. All the entrances and exits of the campus should be placed in strict control for lockdown management. Teachers, students and working staff are required to take temperature when entering school and wear masks on campus. People who do not work or study at the schools are not allowed to enter the campus in principle. If it’s necessary for them to do so, with permission from the school, they shall hold a negative nucleic acid testing result within 48 hours or nucleic acid sampling record within 24 hours, scan the “Doorbell Code”, and have their itinerary cards checked. Those with a red “Doorbell Code”, an asterisk in their itinerary card or red and yellow health codes are not allowed to enter the campus.

　　At present, China faces challenging and complex epidemic dynamics, and there are still a large number of newly confirmed daily cases in some areas. In particular, epidemic outbreaks in clusters have occurred one after another in surrounding cities of Wuxi. Relaxation and carelessness are not allowed when applying epidemic prevention and control measures on campus. Local authorities, government departments, employers and individuals shall step up to their responsibilities in implementing Covid-19 prevention and control measures. Local authorities and schools shall shoulder their primary responsibilities and strengthen supervision and management; the competent departments of all industries shall earnestly shoulder their respective supervision and management responsibilities, and strengthen daily guidance, so as to ensure the epidemic prevention and control measures are put in place; it is important for all the teachers, students and working staff to earnestly shoulder self-management responsibilities, raise awareness of self-protection, and comply with the Covid-19 prevention and control measures such as wearing masks, keeping social distancing, and getting vaccinated in time. Those who violate the Covid-19 prevention and control regulations shall be held accountable according to laws and regulations.

　　4月26日下午，我市对集中隔离点管控人员核酸检测时，发现三名初筛阳性感染者（均为无症状感染者①的同班同学）。26日晚，经市疾控中心复核均阳性，随即转运至市定点医院进一步诊疗。经市级专家组会诊，诊断为新冠病毒无症状感染者。

　　截至4月27日10时，已排查该三名无症状感染者密接36人、次密8人，均已落实管控措施，核酸检测均为阴性；已采集相关场所物品和环境样本225份，核酸检测均为阴性。26日对全市中小学（含中职、技工学校）、幼儿园师生员工开展全员核酸检测，共采样80.73万人，结果均为阴性。27日锡山区开展第二轮全员核酸检测，已完成采样95.2万人，截至4月27日10时，已出结果67.2万人均为阴性，其余结果待出。

　　该三名无症状感染者活动轨迹较为简单，4月22日-25日期间，均由父母接送往返学校和家中，涉及地点为天一实验学校文景校区、梁溪区广益街道尤渡苑、锡山区安镇街道山河雅园、弘业东路399号景湖美苑，均已按要求落实相关管控措施。

　　请广大市民切实履行个人防疫责任，如在上述时间、地点有活动轨迹的，务必第一时间向所在社区（村）、单位报告，并配合落实核酸检测、健康监测等防控措施。对相关时空伴随人员，将进行“苏康码”赋黄码管理，请被赋黄码人员按要求主动完成3天3次核酸检测，外出期间全程做好个人防护，不乘坐公共交通工具，不前往人员聚集场所，不参加聚集性活动。

　　当前，学校防控是疫情防控的重点领域，容不得半点闪失。为坚决守牢校园疫情防控底线，做到各个环节万无一失，确保广大师生员工健康安全，全市各学校必须严格落实以下防控措施：

　　一是全市中小学（含中职、技工学校）、幼儿园在双休日、节假日返校首日（一般为周一）和第四日（间隔两天，一般为周四）开展全员核酸检测。上述学校学生其余在校期间，按照每日全校20%（每班每日20%）的抽检比例要求开展核酸检测。

　　二是对教师和保安、校医、保洁、宿管、餐饮服务、邮快件收发等校内重点人群在岗期间严格落实核酸每日1检。

　　三是严格把控所有进出校园通道，实行校园封闭管理。师生员工进校需测量体温，在校期间佩戴口罩。校外人员原则上不准入校，确需入校的，经学校许可后，须持48小时内核酸检测阴性证明或24小时核酸采样记录，扫“门铃码”，严格查验行程卡，“门铃码”有红色警示、行程卡带星号或健康码红黄码人员不得进入。

　　当前，全国疫情形势严峻复杂，部分地区疫情仍在高位运行，特别是周边城市相继发生校园聚集性疫情，做好学校疫情防控工作一刻不能松懈，丝毫不能大意。进一步压紧压实学校疫情防控“四方责任”，属地和学校要落实主体责任，加大督促管理；行业主管部门要严格履行监管责任，强化日常指导，确保防控措施落实；全体师生员工要严格履行自我管理责任，增强防范意识，做好个人防护，坚持佩戴口罩、保持社交距离、及时接种疫苗，主动配合落实各项疫情防控措施。对违反疫情防控规定的，将依法依规追究法律责任。
