No. 116 Notice on Epidemic Prevention and  Control during the May Day Holiday in 2022

　　Facing current epidemic dynamics featured by frequent outbreaks with broad coverage in neighboring regions, Wuxi now sees mounting possibility of mobility and gathering of people and risk of inbound cases with approaching of the May Day holiday. In order to continuously adhere to the overall strategy of preventing case importation from abroad and forestalling resurgence at home as well as the dynamic zero-Covid approach, resolutely guard against epidemic outbreaks, consolidate hard-earned gains achieved from epidemic prevention and control, and see to it that citizens stay safe and sound during holiday, it is hereby notified as follows:

　　1. Strict management on traveling and encourage people not to leave Wuxi unless absolutely necessary

　　(1) Heads of Party and government departments, public institutions and SOE at all levels across Wuxi shall take the initiative to spend holiday in Wuxi, and all officials from above units are encouraged not to leave Wuxi unless absolutely necessary. Traveling to medium- and high-risk areas is strictly prohibited. Those who do need to leave shall report to employer for approval.

　　(2) Teachers, students and staff of schools at all levels in Wuxi shall not leave the city in principal. Those who do need to leave shall achieve the approval of school. Teachers, students and staff of colleges and universities in Wuxi shall not leave campus in principal. Those who do need to leave shall achieve the approval of colleges and universities.

　　(3) Citizens of Wuxi are encouraged to spend the holiday in Wuxi and not to travel to other cities unless absolutely necessary. Traveling to medium- and high-risk areas or counties (cities or districts) are strictly limited. Do not travel to cities with medium- and high-risk areas, municipalities with districts having positive Covid-19 cases within 14 days, or port cities on border of the land outside Jiangsu province.

　　(4) For those who really need to leave Wuxi for special reasons, they should strictly protect themselves on the way out and report to the community (village) where they live or employer (school) after returning to Wuxi, and actively cooperate with epidemic response measures taken by localities. They are allowed to return to post and school upon agreement of employers or schools.

　　2. Strict control over entry into Wuxi with report in advance

　　(5) People with travel history of other city shall fill in personal information based on realities and apply for “Personal Doorbell Code” before entering Wuxi through Lingxi APP or Mini Program of “Report System for Entering Wuxi”; enter Wuxi with green health code and travel code and negative nucleic acid test report within 48 hours; report to community (village) or employer and implement epidemic prevention and control measures on a categorized basis as required upon arrival. Communities (villages), government departments, enterprises, public institutions, construction sites, and accommodation places including dormitories and hotels shall put in place strict screening and registration regarding people who come or return to Wuxi.

　　(6) People who come to Wuxi form medium- and high-risk areas shall be subject to "14+7" management, that is, 14 days of quarantine in designated sites + 7 days of strict home-based health monitoring；people who come to Wuxi from key epidemic-affected areas shall be subject to "7+7" management, that is, 7 days of quarantine in designated sites + 7 days of health monitoring, and those who are eligible could adopt strict home-based health monitoring for the first 7 days; people who come to Wuxi from low-risk areas of the cites (or districts of municipalities directly under the central government) having medium- or high-risk areas and cities (or districts of municipalities directly under the central government) with locally-transmitted cases shall be subject to "3+11" management, that is, 3 days of home-based health monitoring + 11 days of health monitoring; people who come to Wuxi from cities with districts under administration (or districts of municipalities directly under the central government) having no locally-transmitted cases shall have with them negative nucleic acid test report within 48 hours, and take another nucleic acid testing within 12 hours upon entry into Wuxi.

　　3. Strict control over venues to ensure orderly social activities

　　(7) During holidays, large-scale gathering shall be avoided in principle. If it is necessary to be held, the principle of "organizer shall be accountable and person in charge shall shoulder supervision responsibilities " shall be strictly followed. A prevention and control plan shall be formulated for activities with more than 50 people, and the plan for activities with more than 100 people shall be submitted to the municipal (county) and district Covid-19 Epidemic Prevention and Control Headquarters for review. Number of people for family dinner parties and gatherings shall not exceed 10. Catering units undertaking banquets with more than 5 tables shall report to their territorial headquarters. Individuals hosting dinner parties for more than 5 tables shall report to the territorial community (village).

　　(8) In addition to controlled areas, enclosed space such as catering units, cinemas, museums, libraries, theatres, gyms, bathrooms, saunas, massage rooms , beauty salons, Internet cafes, bars, and KTV are limited to 50% of the maximum carrying capacity. Mahjong halls and chess and card rooms will continue to be closed. Scenic spots shall implement the requirements of "limited visitors, reservation and staggering time", and are limited to 75% of the maximum carrying capacity. In the above places, temperature checks, masks wearing, "Doorbell Code" scanning and the travel code checking shall be strictly implemented. Personnel with red warning in the "Doorbell Code", asterisk in health code and yellow or red travel code shall not enter those places.

　　(9) Hotels and other places with accommodation functions must step up to their responsibilities for Covid-19 response. "Doorbell Code", health code, travel code, proof of negative Covid-19 nucleic acid test within 48 hours and travel history of guests should be checked. People who come to Wuxi from cities with districts under administration (or districts of municipalities directly under the central government) having no locally-transmitted cases shall hold a negative Covid-19 nucleic acid test within 48 hours and a record of sampling in Wuxi within 12 hours for check in.

　　(10) Key venues including farmer’s markets (wholesale markets), professional markets, construction sites and logistics parks should check inbound personnel and vehicles upon their arrival. Nursing homes and welfare homes shall continue lockdown management.

　　4. Increase prevention awareness and take proper self-protection

　　(11) It is suggested not to shop online or to reduce online shopping if it is not necessary, especially to avoid purchasing goods from overseas and key areas. When unpacking express or mail, you should disinfect first and take proper personal protection.

　　(12) During holidays, staff of various industries in Wuxi that meet the requirement of taking mandatory test shall take nucleic acid testing according to the prescribed frequency; other citizens shall take test on time on May 3 and May 4 according to Notice issued by community. A negative Covid-19 nucleic acid test within 48 hours or sampling record within 24 hours are required for resumption of work or schooling after the holiday. 5. Local authorities, government departments, employers and individuals should step up to their responsibilities and they will be held fully accountable. 

　　Governments at all levels should strictly fulfill their territorial responsibilities and party members in positions of leadership should take the lead in being on duty; the competent departments of all industries shall earnestly shoulder their respective supervision and management responsibilities, and strengthen inspection during holidays; enterprises and public institutions should strictly shoulder their main responsibilities and ensure the implementation of appropriate measures. We call on all citizens to earnestly shoulder self-management responsibilities, wear face masks, keep social distancing, take nucleic acid test regularly and pay attention to your health. If you find any potential transmission risk, please provide clues to the epidemic prevention and control departments and communities (villages). Units and individuals that fail to fulfill their responsibility in Covid-19 response will be dealt with seriously in accordance with discipline and regulations. Those who violate the epidemic prevention and control regulations shall be held accountable according to laws and regulations.

　　关于做好2022年“五一”假期

　　疫情防控相关工作的通告（第116号）

　　当前，我市周边地区疫情呈现点多、面广、频发态势，“五一”假期将至，人员流动聚集增加，疫情输入风险将持续增大。为坚决贯彻“外防输入、内防反弹”总策略和“动态清零”总方针，坚决筑牢疫情防控屏障，巩固来之不易的防控成果，确保群众度过一个平安、健康的节日，现将有关事项通告如下：

　　一、严格出行管理，非必要不离锡

　　1、全市各级党政机关、事业单位、国有企业领导干部要带头在锡过节，全体工作人员非必要不离锡，严禁前往中高风险地区。确需离锡的，必须报本单位批准。

　　2、全市各级各类学校所有师生员工原则上不离锡。确需离锡的，师生员工必须经学校批准；在锡高校所有师生员工原则上不离校，确需离校的，必须经学校批准。

　　3、在锡市民倡导就地过节，非必要不跨市出行、旅游，严格限制前往中高风险地区及所在县（市、区），非必要不前往中高风险地区所在地市、近14天内有新冠病毒阳性病例报告的设区市，以及省外陆地边境口岸城市。

　　4、因特殊事项确需离锡的市民，外出途中严格做好自身防护，返锡后须主动向居住地社区（村）、单位（学校）报备，积极配合属地落实疫情防控措施，经单位（学校）同意后，返岗复学。

　　二、严格入锡管控，做好提前报备

　　5、凡有外市旅居史人员，抵锡前要通过“灵锡”APP或小程序“入锡申报系统”如实填报个人有关信息并完成“个人门铃码”申领；入锡时要持健康码、行程码绿码和48小时内核酸检测阴性证明；抵锡后要立即向所在社区（村）、单位报告，按要求分类落实管控措施。社区（村）、机关企事业单位及建筑工地、集体宿舍、酒店等住宿场所要严格外地来（返）锡人员排查和登记报告。

　　6、中高风险地区来锡人员实施“14+7”管理，即14天集中隔离+7天严格居家健康监测；重点疫情地区来锡人员实施“7+7”管理，即7天集中隔离+7天健康监测，符合条件的，前7天可实施严格居家健康监测；中高风险地区或有本地病例所在设区市（直辖市为区）低风险地区来锡人员实施“3+11”管理，即3天居家健康监测+11天健康监测；无本地病例所在设区市（直辖市为区）来锡人员需持48小时内核酸检测阴性证明，抵锡后12小时内再进行一次核酸检测。

　　三、严格场所管控，有序社会活动

　　7、假日期间，原则上不组织大规模人员聚集性活动。确需举办的，按照“谁举办、谁负责，谁主管、谁监管”原则，严格落实各项疫情防控要求。50人以上活动应制定防控方案，100人以上活动方案应报市（县）区指挥部审核。家庭聚餐聚会不超过10人，承办5桌以上宴会等聚餐活动的餐饮单位向属地指挥部报备，自行举办5桌以上聚餐活动的个人，需向属地社区（村）报备。

　　8、除管控区域外，原则上餐饮单位、电影院、博物馆、图书馆、剧院、健身房、浴室、桑拿、按摩、美容院、网吧、酒吧、KTV等密闭场所按最大承载量50%限流运营。麻将馆、棋牌室继续关闭。旅游景区落实“限流、预约、错峰”要求，按最大承载量的75%限流运营。上述场所要严格落实测温、戴口罩、扫“门铃码”，查验行程码，“门铃码”有红色警示、行程码带星号或健康码红黄码人员不得进入。

　　9、宾馆、酒店和其他有住宿功能的场所须落实疫情防控责任，对住宿人员严格扫“门铃码”登记，查验健康码、行程码和48小时核酸检测阴性证明，并仔细询问旅居史。无本土病例所在设区市（直辖市为区）的来锡人员，持48小时内核酸检测阴性证明及本地12小时内核酸采样记录，可以入住。

　　10、农贸（批发）市场、专业市场、建筑工地、物流园区等重点场所继续严格“入口关”管理，做好外来人员、车辆查验管控等各项防疫措施。养老院、福利院等场所继续实行封闭管理。

　　四、提高防范意识，做好自我防护

　　11、提倡非必要不网购或减少网购，尤其要避免购买境外和重点疫情发生地区商品，拆取快递、邮件时，应做好个人防护，先消毒、再取用。

　　12、假日期间，全市各行业“应检尽检”工作人员严格按规定频次落实核酸检测；其他市民在5月3日-5月4日根据属地通知，按时主动参加全员核酸检测，节后凭48小时内核酸阴性证明或24小时内核酸采样记录返岗复学。

　　五、压实“四方责任”，严肃追责

　　问责各级政府要严格落实属地责任，党员领导干部带头在岗在位，加强值班值守；行业主管部门要严格履行监管责任，加大节日期间巡查检查力度；企事业单位要严格落实主体责任，切实做好疫情防控各项措施；广大市民要严格履行自我管理责任，时刻牢记正确佩戴口罩、保持社交距离、注意个人卫生、坚持定期核酸检测、关注自身健康状况，发现疫情潜在隐匿传播风险，要积极向疫情防控部门、社区（村）提供线索。对未履行疫情防控责任的单位和个人，将依纪依规严肃处理；对拒不配合落实疫情防控措施并造成后果的，将依法依规严肃追究法律责任。
