　　　Notice of Wuxi Municipal Public Security Bureau on Severely Cracking Down on Illegal and Criminal Acts Involving COVID-19 Prevention and Control

　　Since the current environment of COVID-19 prevention and control in China is complicated and challenging, in order to control and prevent COVID-19 in Wuxi to protect people's safety and health, according to the Criminal Law of the People's Republic of China, the Law of the People's Republic of China on Public Security Administration Punishment, the Law of the People's Republic of China on the Prevention and Treatment of Infectious Diseases and other laws and regulations, the public security organs will severely crack down on violations of the following provisions:

　　I. It is strictly forbidden for Wuxi-bound travellers from other places or those who had possibilities to come into contact with the published confirmed COVID-19 cases or the asymptomatic cases not to take the initiative to report to the governing authorities of their communities (villages) and their employers, and to refuse to cooperate with implementing relevant control measures.

　　II. It is strictly forbidden to refuse to cooperate with implementing management measures such as epidemic prevention and quarantine, centralized quarantine, home-based quarantine, home-based medical observation, and daily health monitoring by means of intentional evasion, malicious interference, and violent resistance.

　　III. During home-based quarantine/medical observation, it is strictly forbidden to go outside at will, take public transport, access to public places, and get together.

　　IV. It is strictly forbidden to deliberately conceal the travel history, close contact history and other relevant information, or refuse to cooperate with the epidemiological survey.

　　V. It is strictly forbidden not to wear masks in public places, and refuse to cooperate with implementing epidemic prevention measures such as scanning the QR code, temperature measurement, personnel information registration, identity verification, and examination on travel code, health code and doorbell code.

　　VI. It is strictly forbidden for enterprises, bazaars, hotels and other entities not to strictly take the main responsibility on COVID-19 prevention and control such as personnel management, vehicle management, goods management and environment management, and help others evade the management measures stipulated by the government.

　　VII. It is strictly  forbidden to borrow, forge, alter, buy or sell or use the borrowed, forged, altered, bought and sold nucleic acid test results, pass, health code, travel code and other certificates/information.

　　VIII. It is strictly forbidden for all kinds of sites for business operation that the government requires to suspend business operation to start operation without approval, or to hold activities that encourage social gathering or congestion in violation of regulations on COVID-19 prevention and control.

　　IX. It is strictly forbidden to refuse to cooperate with and accept the examination of the staff of COVID-19 prevention and control checkpoint by means of breaking through checkpoints, deliberately bypassing, deliberately hiding, or forging relevant certificates/information.

　　X. It is strictly forbidden to maliciously fabricate relevant information on COVID-19, or spread information through the Internet or other media with knowing the information is false.

　　XI. It is strictly forbidden to refuse to implement the relevant decisions, orders and notices issued by the people's government on COVID-19 prevention and control.

　　In case of violation of this notice, the public security organs will resolutely investigate the violation and punish the people responsible for the violation according to the laws, and those suspected of committing crimes will be prosecuted for criminal liabilities according to the laws. When finding any violation of the above provisions, any entity or individual can call 110 to report it.

　　无锡市公安局关于严厉打击涉疫情防控

　　违法犯罪行为的通告

　　当前新冠肺炎疫情防控形势依然严峻复杂，为全力做好我市疫情防控工作，保障人民群众生命安全和身体健康，根据《中华人民共和国刑法》《中华人民共和国治安管理处罚法》《中华人民共和国传染病防治法》等法律规定，对违反以下规定的行为，公安机关将依法严厉打击：

　　一、严禁外地来（返）锡人员或者与已公布的新冠肺炎确诊病例、无症状感染者轨迹有时空交集的人员，不主动向所在社区（村）、单位报告，拒不配合做好相关管控措施。

　　二、严禁以故意逃避、恶意阻扰、暴力抗拒等方式拒不配合防疫检疫、集中隔离、居家隔离、居家医学观察、日常健康监测等管理措施。

　　三、严禁居家健康监测期间随意流动，乘坐公共交通工具，出入各类公共场所，参加各类聚集性活动。

　　四、严禁故意隐瞒出行轨迹、密切接触史等相关信息，或者拒不配合流调工作人员调查。

　　五、严禁在公共场所不佩戴口罩，拒不配合扫码测温、人员登记、身份核查、行程码、健康码、门铃码查验等防疫措施。

　　六、严禁企业、集贸市场、宾馆酒店等各类主体不严格落实人员管理、车辆管理、物品管理、环境管理等疫情防控主体责任，以及帮助他人逃避政府规定的管理措施。

　　七、严禁借用、伪造、变造、买卖或者使用借用、伪造、变造、买卖的核酸检测证明、通行证、健康码、行程码等证明。

　　八、严禁政府要求暂停营业的各类经营场所未经批准擅自营业，或者违反疫情防控规定，举办各类聚集性活动。

　　九、严禁以冲卡、故意绕行规避、故意藏匿、伪造相关证明等方法，拒不配合、接受疫情防控检查站工作人员检查。

　　十、严禁恶意编造虚假的疫情信息，或者明知是虚假的疫情信息，在信息网络或者其他媒体上散布。

　　十一、严禁其他拒不执行人民政府发布的有关疫情防控决定、命令、通告的行为。

　　违反本通告，公安机关将坚决依法查处，涉嫌犯罪的，依法追究刑事责任。任何单位或者个人发现违反上述规定的情形，可以拨打110报警电话进行举报。
