Notice on Further Regulating the Management of Freight Vehicles Entering Wuxi and 

　　Strengthening Heart-warming Services for Drivers and Passengers

　　In order to implement the routine emergency prevention and control measures, further regulate the management of freight vehicles entering Wuxi from non-key epidemic-affected areas, and strengthen heart-warming services for drivers and passengers, Wuxi strives to achieve such goals as declaration upon entering Wuxi, signing of letters of commitment, corporate shouldering responsibility, scanning of “Doorbell Code” when required, provision of campsites for those lingering in Wuxi, and leaving Wuxi with negative nucleic acid testing report. With all these measures, Wuxi endeavors to ensure orderly management of freight vehicles, build a strong shield against the epidemic by concrete steps and provide guarantee for work resumption and stable daily supplies. Therefore, we hereby issue a notice on relevant affairs as follows:

　　I. Management and process for freight vehicles entering Wuxi

　　1. Implement the system of declaration upon entering Wuxi. Local consignee/consignor companies shall apply for “Supply Transportation Pass” (“Electronic Pass”) for freight vehicles before entering Wuxi. All drivers and passengers are required to download Lingxi App and complete real-person certification ahead of time.

　　2. Implement the system of letters of commitment. Freight vehicle drivers and passengers shall sign letters of commitment before entering Wuxi, cooperate with on-site inspection of electronic passes, negative nucleic acid testing reports within 48 hours, health codes and itinerary cards conducted by traffic checkpoint staff, and put up special signs for freight vehicles entering Wuxi. Installation and use of GPS are encouraged in order to grasp the real-time status of travelling and improve travel efficiency.

　　3. Implement the system of receiving corporate shouldering responsibility. Local consignee/consignor companies shall strengthen entrance management, supervise the entry and exit of drivers and passengers, and scan “Doorbell Code” for enterprises on Lingxi APP (enterprises shall download and install Lingxi APP for drivers and passengers if they don’t have such APP).

　　4. Implement the system of nucleic acid inspection. Cargos loading (unloading) operations are allowed only after local consignee/consignor companies strictly check the nucleic acid sampling records of the drivers and passengers of freight vehicles within 24 hours.

　　5. Drivers and passengers shall take proper self-protection measures while unloading cargo and refrain from getting off the vehicle unless it is imperative. They are allowed to leave after scanning the “Doorbell Code” for enterprises when they finish unloading.

　　(1) Drivers and passengers who are committed to immediate unloading (loading) upon arrival shall leave Wuxi when they finish work.

　　(2) For drivers and passengers who have a fixed residence or dormitory in Wuxi, the community or the enterprise shall implement epidemic control measures in accordance with regulations.

　　(3) Drivers and passengers who do not have a fixed residence in Wuxi shall stay at the nearest campsite for freight vehicles. They are required to scan the “Doorbell Code” when entering the campsite, refrain from getting off the vehicle unless it is imperative, and take nucleic acid testing once a day. It is imperative for all drivers and passengers to scan the “Doorbell Code”if they want to leave after receiving freight orders or carry out loading operations after arriving at the enterprises (including industrial parks and markets).

　　6. Drivers and passengers must provide negative nucleic acid testing reports within 48 hours or nucleic acid sampling records within 24 hours when they leave Wuxi, and scan the“Doorbell Code”at the checkpoint.

　　7. Implement a report system for violation of regulations. The public are encouraged to dial 12345 to disclose any attempts of enterprise that fail to implement the verification of the code upon arrival, handover of goods within enterprises (industrial parks), or epidemic prevention and control regulations. If the report is found to be true, the corresponding reward will be given by the locality.

　　8. Implement the selection and reward system. Selection of model drivers, owners, platforms and enterprises will be carried out every quarter, and those who strictly enforce epidemic prevention regulations, thoroughly implement epidemic prevention measures and put in place primary responsibility will be rewarded correspondingly.

　　II. Strengthen campsite management and provide heart-warming services

　　1. Freight vehicle campsites shall classify parking areas and set up "Doorbell Codes" to implement closed management. All the local authorities should strengthen epidemic prevention and control in the campsites. Staff shall travel point-to-point with proper personal protection and have nucleic acid testing once a day. Management of freight vehicles and drivers and passengers in the camps will be strengthened, and epidemic prevention measures such as "checking the Doorbell Code of those entering and exiting the campsites and taking daily nucleic acid testing" will be applied.

　　2. Provide heart-warming services for drivers and passengers such as parking, vehicle sterilization, nucleic acid testing, sampling proof and drinking water for free and offer ordering channels for simple meals and takeaways, as well as collecting and distributing services. Provide timely and effective assistance to drivers and passengers to address their special difficulties and emergency.

　　III. Urge local authorities, government departments, enterprises and individuals to step up to their responsibilities

　　1. All the local authorities shall strictly implement their territorial responsibilities, strengthen the construction and management of freight vehicle campsites, adhere to the bottom line of "no gathering of people and no clusters of infection", and continue to better administer key industries such as logistics parks (districts), wholesale markets, and construction sites, so as to weave a more dense network of epidemic prevention and control. Each town (sub-district) should organize the communities to fulfill their responsibilities in data verification and personnel management and control, and make joint efforts to support the daily necessities of drivers and passengers in the campsites in the area under their jurisdiction.

　　2. All relevant government departments shall strictly implement their supervisory responsibilities, strengthen daily inspection and guidance, and ensure the implementation of various tasks such as nucleic acid sampling and testing, public security and traffic management, “clearing doorbells”, domestic garbage removal, transfer and disposal of medical waste, and management of hazardous chemical vehicles, so as to effectively reduce the risk of epidemic transmission and ensure the smooth flow of freight logistics.

　　3. Enterprises shall strictly implement their primary responsibilities. Take epidemic prevention measures such as scanning the “Doorbell Code” and verification of drivers and passengers in accordance with the management requirements of freight vehicles entering Wuxi, urge lingering drivers and passengers to go to freight vehicle campsite, and report to the local community (village) at the earliest time possible; manage personnel associated with the transportation operations of the enterprise in an orderly manner and implement various epidemic prevention measures.

　　4. Freight vehicle drivers and passengers shall strictly fulfill their commitments, abide by relevant regulations on epidemic prevention and control, and consciously take personal protection; after entering freight vehicle campsite, obey the management rules and do not gather.

　　IV. Those responsible shall be severely held accountable

　　1. If local authorities and departments do not implement the epidemic prevention requirements or perform their duties in place, and shirk their responsibilities, thus resulting in negligence in personnel management and spread of the epidemic, those responsible will be severely held accountable and dealt with in accordance with discipline and law.

　　2. If an enterprise fails to perform its primary responsibility, does not implement the epidemic prevention measures and regulations, the competent authority of industry shall issue a rectification notice, make a public notification, and interview the person in charge; if the epidemic spreads due to the negligence of the enterprise, a "circuit breaker" measure shall be adopted, and the enterprise’s qualification to apply for the "electronic pass" shall be suspended, which will also be incorporated into the social credit system; if a crime is constituted, the corresponding legal responsibility shall be investigated according to law.

　　3. Drivers and passengers who do not fulfill their commitments, refuse to cooperate with epidemic prevention work, and conceal or falsely report personal information will be included in the "blacklist"; if a crime is constituted, corresponding legal responsibilities will be investigated according to law.

　　规范管理和司乘人员关爱服务的通告

　　为落实常态化应急防控措施，进一步加强非重点涉疫地区入锡货运车辆规范管理，做好司乘人员关爱服务，做到入锡有申报、个人有承诺、企业有责任、场所有扫码、驻留有营地、离开有报告，确保货运车辆管理有序，切实筑牢疫情防控屏障，保障全市复工复产及生活物资供应稳定，现就有关要求通告如下：

　　一、货运车辆入锡管理及流程

　　1、实行入锡申报制。入锡前，本地收货、托运企业应为货运车辆申领“物资运输通行证”（简称“电子通行证”），要求司乘人员提前下载安装“灵锡”APP并通过实人认证。

　　2、实行个人承诺制。入锡时，货运车辆司乘人员要签订个人承诺书，配合交通卡口查验点工作人员现场查验电子通行证、48小时内核酸检测阴性报告、健康码、行程卡，并张贴入锡货运车辆专用标识。鼓励安装使用GPS，实时了解行车状态，提高通行效率。

　　3、实行企业首接负责制。本地收货、托运企业要加强入口管理，监督司乘人员进出企业，使用“灵锡”APP扫企业“门铃码”（如司乘人员未安装“灵锡”APP，企业应帮助下载安装）。

　　4、实行核酸查验制。本地收货、托运企业须严格查验货运车辆司乘人员24小时内核酸采样记录后，方可进行货物装（卸）载业务。

　　5、卸（载）货时，司乘人员必须全程做好个人防护，非必要不下车；卸（载）货结束，须扫企业“门铃码”后方可离开。

　　（1）承诺即到即卸（载）即返的司乘人员，不驻留直接离锡；

　　（2）在锡驻留有固定住所或厂企宿舍的司乘人员，由社区或企业按规定落实管控措施；

　　（3）在锡驻留无固定住所的司乘人员，应根据清单选择就近的货车营地入驻；入驻时须扫“门铃码”，期间非必要不下车，每日1次核酸检测。接到货运订单时，扫“门铃码”离开营地；到达企业（园区、市场）载货时，进出均须扫“门铃码”。

　　6、离锡时，司乘人员须提供48小时内核酸检测阴性报告或24小时内核酸采样记录，并扫查验点“门铃码”。

　　7、实行违规举报制。鼓励群众发现企业不落实扫码通行验证、不执行入企（园）交接货物、不遵守防护规定等情形时，拨打12345进行举报。举报查实的，由属地给予相应奖励。

　　8、实行评选奖励制。对防疫规定执行严格、防疫措施落实有力、主体责任履行到位的司机、业主、企业，每季度开展“模范司机、模范业主、模范平台企业”评选活动，并给予相应奖励。

　　二、加强营地管理 提供暖心服务

　　1、货车营地要分类划分停车区域并设置“门铃码”，实施封闭式管理，各地要加强营地疫情防控工作，工作人员点对点出行，做好个人防护，实行每日1次核酸检测；强化营地内货运车辆及司乘人员管理，实行“出入扫码查验、每日核酸检测”等防疫措施。

　　2、切实做好司乘人员关爱服务，免费提供停车、车辆消杀、核酸检测、出具采样证明及饮用水等暖心服务，并提供简餐、外卖等订购渠道和代收及配送服务。对司乘人员的特殊困难、紧急求助，提供及时有效的帮助。

　　三、严格压实“四方”责任

　　1、各地要严格落实属地责任，加强货车营地建设和管理工作，严守“人员不聚集、不发生聚集性感染”底线，持续开展物流园（区）、批发市场、建筑工地等重点行业整治，进一步织密扎牢疫情防控网络。各镇（街道）要组织社区做好数据核查和人员管控工作，配合做好辖区营地司乘人员生活服务保障。

　　2、各相关部门要严格落实监管责任，加强日常检查指导，确保核酸采样检测、治安和交通管理、“清铃”行动、生活垃圾清运、医废转运处置、危化品车辆管理等各项工作落实落细，有效降低疫情传播风险，保障货运物流畅通。

　　3、企业要严格落实主体责任，按照货运车辆入锡管理要求，落实司乘人员扫码通行验证等防疫措施，督促驻留的司乘人员前往货车营地，并第一时间将相关信息报属地社区（村）；做好企业运输作业关联人员管理，落实各项防疫措施。

　　4、货运车辆司乘人员应严格履行承诺，遵守疫情防控相关规定，自觉做好个人防护；进入货车营地后，服从管理、不得聚集。

　　四、严肃追究相关责任

　　1、各地各部门因防疫要求不落实、履行职责不到位，工作推诿、敷衍塞责，导致人员管理疏漏、造成疫情传播扩散的，将严肃追责、依纪依法处理。

　　2、企业不履行主体责任、不落实防疫措施、不执行防疫规定的，由行业主管部门下达整改通知书（单）、公开通报、约谈负责人；造成疫情传播扩散的，采取“熔断”措施，暂停申领“电子通行证”资格，并纳入社会信用体系；构成违法犯罪的，依法追究相应法律责任。

　　3、司乘人员不履行承诺、拒不配合防疫工作及瞒报、谎报个人信息的，将列入“黑名单”；构成违法犯罪的，依法追究相应法律责任。
