No.119 Notice on  Adjusting Health Management Measures for Wuxi-bound Travelers

　　Currently, we are faced with severe and complex situation of epidemic prevention and control as domestic cases resurge sporadically. To better coordinate our efforts in Covid-19 response and economic and social development, lower the risk of virus transmission via intercity travel and ensure orderly flow of citizens, it is hereby notified as follows:

　　I. Wuxi-bound travelers with travel history to prefecture-level cities belonging to low-risk area for 14 days (prefecture-level cities that are not on the list of medium- and high-risk areas and report no local Covid-19 cases): those with negative nucleic acid test results within 48 hours can move freely; those without negative nucleic acid test results within 48 hours can move freely only after taking one nucleic acid test upon arrival at Wuxi and registering relevant information. The above-mentioned people, if continue to stay in Wuxi, shall take another nucleic acid test within 48 hours upon arrival (the two tests shall be taken on two different days).

　　II. Wuxi-bound travelers with travel history to counties (county-level cities, districts) with local cases within 14 days shall strictly comply with the “7+7” Covid-19 response measure, which requires medical observation at designated places for 7 days (starting from the date of departure from the above-mentioned areas) and home-based health monitoring and nucleic acid testing for another 7 days. During the first 7-day period, it is required to take the nucleic acid test once a day. For the second 7-day period, the person in question shall live in single room by himself (herself), take door-to-door nucleic acid tests on the 3rd and 7th day and not go out.

　　III. Wuxi-bound travelers with travel history to other counties (county-level cities, districts) of the prefecture-level city with local outbreaks within 14 days shall strictly comply with the “3+11” Covid-19 response measure, which requires home-based health monitoring for 3 days (starting from the date of departure from the above-mentioned areas) and health monitoring and nucleic acid testing for another 11 days. During the 3-day home-based health monitoring period, the person in question shall live in single room by himself (herself), take door-to-door nucleic acid tests once a day and not go out. For the following 11 days of health monitoring, the person in question shall wear medical face masks properly when going out and take nucleic acid tests on the 4th, 5th, 7th and 14th days. Meanwhile, it is prohibited to participate in gathering activities, take public transportation or go to public places.

　　IV. Wuxi-bound travelers with travel history to medium- and high-risk areas or having intersecting trace with confirmed cases within 14 days shall strictly comply with the “14+7” health management measure, which requires quarantine at designated sites for 14 days and strict home-based health monitoring for another 7 days.

　　V. All travelers coming to (returning) Wuxi from other cities shall register via the “Registration System for Wuxi-bound Travelers” to check in with your employer and community (village) of destination, and follow the Covid-19 response measures including health monitoring and nucleic acid testing upon arrival. When entering relevant places, please scan the “doorbell code” of the places or show your “personal doorbell code” to the staff on site. Please cooperate with the checking of doorbell codes. When showing red reminder or other colors besides green, the person in question is not allowed to enter into the place and should comply with the relevant management measures. People who do not take nucleic acid tests within the designated time will be given yellow health codes.

　　VI. Local authorities, government departments, employers and individuals shall fully take their responsibilities. CPC committees and governments at all levels should strictly should their territorial responsibilities and beef up effort in supervision and management; the competent departments of all industries should earnestly shoulder their respective supervision and management responsibilities and strengthen guidance to those industries; public institutions and enterprises should strictly shoulder their primary responsibilities and see to the implementation of the response measures. All citizens shall perform the duty of epidemic prevention and control by wearing masks, washing hands, keeping ventilated, conducting disinfection, and keeping social distancing, as well as cooperating with relevant response measures. Those who violate the epidemic prevention and control regulations shall be held accountable according to laws and regulations.

　　健康管理措施的通告

　　当前国内疫情多点散发，防控形势依然严峻复杂。为更好统筹疫情防控和经济社会发展，有效控制疫情输入传播风险，保障广大市民有序流动，现就相关防控工作通告如下：

　　一、14天内全域低风险设区市（无中高风险地区和本土聚集性疫情所在设区市）旅居史的来（返）锡人员，能提供48小时核酸检测阴性证明的，可有序流动；不能提供48小时核酸检测阴性证明的，抵锡后及时进行1次核酸检测并登记相关信息，方可有序流动。上述人员继续在我市旅居的，应在抵达我市后48小时内再进行1次核酸检测（两次核酸检测不在同一天）。

　　二、对14天内有本土聚集性疫情所在县（市、区）旅居史的来（返）锡人员严格执行“7+7”管控措施，实施7天（自离开上述地区之日起）集中隔离医学观察、7天居家健康监测和核酸检测。7天集中隔离医学观察期间，每天进行1次核酸检测。7天居家健康监测期间，落实“单人单间”、上门核酸、不得出门，第3、7天各进行1次核酸检测。

　　三、对14天内有本土聚集性疫情所在设区市的其他县（市、区）旅居史的来（返）锡人员严格执行“3+11”管控措施，实施3天（自离开上述地区之日起）居家健康监测、11天健康监测和核酸检测。3天居家健康监测期间，落实“单人单间”、上门核酸、不得出门，每天进行1次核酸检测；11天健康监测期间不得参加聚集性活动、不得乘坐公共交通工具、不得进入公共场所、出行规范佩戴口罩，第4、5、7、14天各进行1次核酸检测。

　　四、对14天内与新冠病毒感染者有轨迹交叉、有中高风险地区旅居史的来（返）锡人员，严格执行“14+7”健康管理措施，即14天集中隔离+7天严格居家健康监测。

　　五、所有市外来（返）锡人员须提前通过“入锡申报系统”自主申报或向目的地单位、社区（村）报备，抵达后积极配合落实健康监测、核酸检测等管理措施。进入相关场所部位时须主动扫“单位门铃码”或出示“个人门铃码”，并配合进行通行验证，出现红色提示或码色异常的不得入内，按规定落实相应管控措施。未在规定时间内进行核酸检测的，将对健康码赋黄码。

　　六、压紧压实“四方”责任，各级党委政府要严格履行属地责任，加大督促管理；行业主管部门要严格落实监管责任，强化日常指导；企事业单位要严格履行主体责任，确保措施落实。广大市民要履行个人防控责任，做好戴口罩、勤洗手、多通风、勤消毒、保持社交距离等防护措施，主动配合落实各项疫情防控措施。对违反疫情防控规定的，将依法依规追究法律责任。
