No.120 Notice on Epidemic Prevention and Control

　　In order to effectively coordinate epidemic prevention and control with economic and social development, implement epidemic prevention and control measures in a scientific and effective manner, and minimize the impact of the epidemic on economic and social development, the relevant matters are hereby notified as follows：

　　I. From May 24, 2022, bus and subway service time and interval will all return to normal.

　　II. Except for S58 Junzhang expressway entry, which is reserved as specialized channel for emergency support, the city’s other 33 expressway entry will fully open to both freight vehicles and passenger vehicles.

　　III. All Wuxi-bound travelers should apply for Jiangsu Health QR Code in advance or submit personal information in “Registration System for Wuxi-bound Travelers”, take the initiative to show their trip code and Jiangsu Health QR Code to on-site staff at railway stations, airport and expressway entry.

　　Driver and staff on passenger vehicles with travel history to counties (county-level cities, districts) with local cases or key epidemic-affected areas within 14 days shall be transported in the closed loop and strictly comply with the “7+7” Covid-19 response measure. Additionally, driver and staff on passenger vehicles from Shanghai shall hold certificate of departure from Shanghai (valid within 6 hours from the declared departure time) and the receipt certificate.

　　Driver and staff on passenger vehicles with travel history to other counties(county-level cities, districts) of the prefecture-level city with local cases within 14 days can pass through expressway entry directly with negative nucleic acid test certificate within 48 hours; those without negative nucleic acid test certificate within 48 hours can pass through expressway entry after a nucleic acid sampling is conducted on site.

　　Driver and staff on passenger vehicles from low-risk city that reports no newly confirmed cases for the last 14 days can pass through expressway entry directly.

　　IV. If freight vehicles will enter Wuxi from low-risk areas of key epidemic-affected areas or the prefecture-level city(districts of the municipality) with medium- and high-risk areas, local receiving enterprises or shipping enterprises should apply for Transportation Pass (electronic pass) online through the freight declaration system in the Lingxi APP in advance. Driver and staff on freight vehicles from key epidemic-affected areas shall present their trip code and Jiangsu Health QR Code, take nucleic acid test on site if they can not provide negative nucleic acid test within 48 hours. They are subject to point-to-point transport, and shall immediately leave once cargo loading and unloading is finished. Driver and staff on freight vehicles bound for Wuxi from other areas shall comply with the management measures just as driver and staff on passenger vehicles.

　　V. Wuxi-bound travelers with travel history to prefecture-level city that reports no newly confirmed cases for the last 14 days shall take nucleic acid test within 48 hours upon arrival. People who do not take nucleic acid test within the designated time will be given red reminder in their doorbell code（Location code） and are not allowed to enter markets and public places. The doorbell code will return to normal once they take nucleic acid test.

　　VI. Key public places such as supermarkets, farmers’ markets, subway station, hotels, cinemas and theaters, government agencies, enterprises and public institutions, and residential areas should strictly implement prevention and control measures including temperature measurement, wearing masks, doorbell code scanning. Everyone entering the above-mentioned places should scan the doorbell code and will be verified by the staff on-site. The general public should take the initiative to scan the doorbell code or show personal doorbell code when entering the relevant places, and actively cooperate with the staff on-site for  verification. Each area and relevant department should strengthen supervision and inspection to ensure that doorbell code scanning verification is strictly implemented. Those who violate the epidemic prevention and control regulations shall be held accountable according to laws and regulations.

无锡市疫情防控第120号通告

　　为高效统筹疫情防控和经济社会发展，科学有效落实疫情防控措施，最大限度减少疫情对经济社会发展的影响，现就相关事项通告如下：

　　1、自2022年5月24日起，市区公交、地铁运营时间和行车间隔全部恢复正常。

　　2、除S58军嶂道口作为应急保障专用通道外，全市其他33个高速公路入锡通道全面开放，货运车辆和客运车辆均可通行。

　　3、所有来（返）锡人员应提前申领“苏康码”或进行入锡申报（点击查看申报方式），在“两站一场”、交通道口主动出示行程卡、“苏康码”配合查验。

　　14天内有本土聚集性疫情所在县（市、区）和重点涉疫地区旅居史的客车司乘人员须闭环转运，严格落实“7+7”管控措施。其中上海来（返）锡客车司乘人员须有离沪证明（自申报的出发时间起6小时内有效）、接收证明。

　　14天内有本土聚集性疫情所在设区市的其他县（市、区）旅居史的客车司乘人员，有48小时内核酸检测阴性证明的可直接通行，无48小时内核酸检测阴性证明的，现场进行核酸采样后可通行。

　　14天全域低风险城市客车司乘人员可直接通行。

　　4、重点涉疫地区、有中高风险地区所在设区市（直辖市为区）的低风险地区货车入锡，本地收货企业或托运企业应提前通过“灵锡”APP“货运申报”申领电子通行证。其中，重点涉疫地区的货运司乘人员须查验行程卡、扫“苏康码”，无48小时内核酸检测阴性证明的，现场进行核酸采样，并做到点对点运输、装卸货后立即返回。其余地区来（返）锡的货运司乘人员参照客车司乘人员管理。

　　5、14天内全域低风险设区市的来（返）锡人员应在抵达我市后48小时内进行1次核酸检测。48小时内未进行核酸检测的，将对“门铃码”（场所码）赋红色警示，并限制进入各类市场主体和公共场所，核酸检测后“门铃码”恢复正常。

　　6、商超、农贸市场、轨道交通、宾馆、影剧院等重点公共场所和机关企事业单位、居民小区，要严格实施测温、戴口罩、扫“门铃码”等防控措施，做到“逢进必扫、逢扫必验”。广大市民进入相关场所部位时要主动扫“门铃码”或出示“个人门铃码”，积极配合现场工作人员进行通行验证。各地、各有关部门要加强监督检查力度，确保扫码验证落实到位。对违反疫情防控规定的，将依法依规追究法律责任。
