No. 145 Notice on Further Strengthening Epidemic Prevention and Control for Relevant Personnel and Venues

　　Since the emergence of Covid-19 in our city related to nonlocal confirmed cases on June 28, the general public, enterprises and public institutions have actively cooperated and fully supported the emergency response of the epidemic, and made due contributions to the epidemic prevention and control in our city. After analysis and judgment, it is found that there are still a small number of people with high mobility and poor awareness of epidemic prevention who have no fixed residence nor stable occupation, as well as temporary work sheds, restaurants, intermediary service agencies and other places which do not strictly perform the responsibility of epidemic prevention and control, thus resulting in the spread of the epidemic.

　　In order to implement the routine epidemic response measures, make sure that "individuals make timely health declaration, enterprises shoulder responsibilities, venues check doorbell codes, authorities supervise, and territorial management is in place", and achieve the goal of "early detection and rapid disposal", the notice on further strengthening the epidemic prevention and control for relevant personnel and venues is hereby given as follows:

　　I. Strictly implement the territorial responsibilities of the Party committee and the government

　　Party committees and governments at all levels should regard Covid-19 response as their biggest task, strictly apply territorial responsibilities, establish a tracing and accountability mechanism, enrich working forces, get a full knowledge of the number of employers, enterprises and personnel in their jurisdiction, accurately grasp guidance for Covid-19 response and strictly implement personnel management measures, regularly organize the rectification of temporary residences of the floating population, set up a reward and reporting system, and fully mobilize citizens in the jurisdiction to provide epidemic related clues.

　　II. Strictly implement the supervision responsibilities of competent departments

　　The competent departments of the industry should strengthen supervision and inspection, establish a reward and punishment mechanism of "red and black list", and urge relevant units to implement personnel registration, publicity and reminder and other regulatory responsibilities. Relying on the grid governance mechanism, we should strengthen the management of the temporary residences of all kinds of floating population, especially the investigation and inspection of abandoned factories, idle work sheds, construction sites, group rental apartments, bridges and culverts, Internet cafes, bathhouses and other temporary accommodation places, so as to ensure that there are no blind spots and dead corners in management.

　　III. Strictly implement the primary responsibilities of enterprises and public institutions

　　Enterprises and public institutions should implement the primary responsibilities for epidemic prevention and control, adhere to the principle of "whoever employs and benefits are responsible", manage their own employees, take good care of their own entrances, strengthen the management of migrant workers, establish a full-chain management mechanism for recruitment and employment, strictly check whether their employees have traveled to or lived in epidemic affected areas, effectively grasp the information of all kinds of personnel including permanent staff, external employees, outsourced personnel, interns and dispatched workers, and establish a record with no one being missed out. Employers shall timely report the changes of recruitment to the competent department of the industry and the local town (sub-district), carry out nucleic acid testing of migrant workers according to the specified frequency, apply daily health monitoring and establish electronic health records.

　　IV. Strictly implement individual self-management responsibilities

　　Those who live, work, study and engage in other activities in our city should actively report their personal itinerary and health status in accordance with the regulations, and cooperate with the Covid-19 response measures such as taking temperature, checking health code, itinerary card, and "Doorbell Code", nucleic acid testing, epidemiological investigation and health management. Keep social distancing and wear masks in public places. If the leased house is used for living, the landlord shall check the ID cards and nucleic acid test reports of the lessee and actual residents, ask whether they’ve been to medium and high-risk areas, and take the initiative to report the relevant information to the village (community) and the police station at the earliest time possible.

　　V. Investigate legal responsibilities according to laws and regulations

　　1. Enterprises and public institutions that violate the provisions on epidemic prevention and control and result in the spread of the epidemic under the following circumstances shall be punished in accordance with the Law of the People's Republic of China on the Prevention and Control of Infectious Diseases:

　　(a) Recruit floating personnel without reporting to the health commissions and epidemic prevention agencies;

　　(b) Fail to check the health code, itinerary card, "Doorbell Code" and other electronic certificates as required;

　　(c) Fail to organize nucleic acid testing as required;

　　(d) Fail to check the travel and residence history of their Wuxi-bound employees who have been to epidemic affected areas;

　　(e) Fail to report in a timely manner nor apply temporary management and control measures after discovery of abnormality.  

　　We will resolutely ban unlicensed hotels, restaurants, Internet cafes, bathhouses, chess and card rooms, ballrooms and other places, strictly investigate and deal with illegal and criminal acts, and punish the actual operators according to law.

　　2. Any citizen who violates the provisions on epidemic prevention and control under the following circumstances, which constitutes a violation of public security administration, shall be punished in accordance with the Law of the People's Republic of China on Public Security Administration Punishment; if a crime is constituted, criminal responsibility shall be investigated in accordance with the Criminal Law of the People's Republic of China:

　　(a) Fail to take the initiative to report, deliberately conceal or refuse to provide information of personal health, travel and residence history, or close contact history;

　　(b) Refuse to take nucleic acid testing without justifiable reasons;

　　(c) Refuse to cooperate with lockdown or control measures, isolation management, or break away from isolation management without authorization before the expiration of the quarantine period;

　　(d) Refuse to cooperate with measures such as epidemic prevention and quarantine, epidemiological investigation, medical observation, health monitoring, or inspection of the health code, itinerary card, and "Doorbell Code";

　　(e) Fabricate or deliberately spread false information about the update on the epidemic or response measures.

　　3. If the relevant government departments and their staff members abuse their power, neglect their duties, and refuse to perform their duties in Covid-19 response, relevant authorities shall order them to make corrections, circulate a notice of criticism, and give them a warning; the main person in charge, the responsible person in charge and other responsible personnel shall be given administrative sanctions of demotion or dismissal according to law; those who cause the spread of the epidemic or other serious harmful consequences to public health shall be given administrative sanctions of dismissal according to law; if a crime is constituted, criminal responsibility shall be investigated according to law.

　　Today, there have been no new positive infections outside the quarantine sites, lockdown and controlled areas in our city for five consecutive days. This hard-earned achievement embodies the efforts day and night and selfless dedication of the Party members and cadres, medical personnel, public security officers, community workers, and volunteers, as well as the understanding, support and full cooperation of all citizens. Covid-19 response is a nationwide action without bystanders. With our joint efforts and a shared consensus of fighting the epidemic, everyone responds, participates, and exercises self-discipline, so as to jointly maintain a good order of epidemic prevention and control and spare no effort to safeguard our beautiful home!

　　6月28日本市で外省市関連の感染症が発生して以来、市民と事業体や機関は積極的に協力し、全力で感染症の応急処置を支持し、本市の感染症予防・抑制活動に貢献をしてきた。分析と判定によると、依然として少数の住所不定、職業不定、流動性があり、防犯意識の低い人員、作業場、レストラン、仲介サービス機関などが予防･抑制の責任を厳しく履行しないことによって、感染拡大を招いた。

　　感染症予防・抑制の常態化措置を実行し、「個人には申告があり、企業には責任があり、場所にはコードスキャンがあり、部門には監督管理があり、所轄地には管理がある」ことを実現し、「早期発見、迅速処置」という目標を実現するために、関係者と場所に対する感染症予防・抑制活動の一層強化を次のとおりに通告する：

　　一、共産党委員会と政府の所轄責任を厳しく実行する

　　各レベルの共産党委員会と政府は感染症予防・抑制活動を最大の政治任務として、管轄責任を厳しく実行し、責任追及の仕組みをづくり、仕事に力を充実し、全面的に所轄の部門や企業の数及び人員の情報、ロックダウンの基準と措置をを正確に把握し、定期的に流動人口の立地の整理整頓を組織し、告発と奨励制度を設立し、全面的に管轄区域の市民が感染症の手がかりを提供することを働きかける。

　　二、機能部門の監督管理責任を厳しく実行する

　　業界の主管部門は監督・検査を強化し、「紅ランキング・黒ランキング」という賞罰のメカニズムを確立し、関係部門に人員の登録、宣伝・注意喚起などの監督管理責任の実行を促す必要がある。グリッド・マネジメント（網格化管理）を頼り、各種類の流動人口の立地管理を強化し、特に廃棄工場、使わない工場、建設現場、集合賃貸住宅、橋の暗渠及びネットカフェ、浴室などの一時的な宿泊施設に対する検査を強化し、死角のない管理を確実に行う。

　　三、事業体や機関の主体的責任を厳しく実行する

　　事業体や機関は感染症予防･抑制管理の主体的責任を実行し、「労働者を雇う人が責任を担い、利益を得る人が責任を担う」原則を堅持し、自社の人と場所をよく管理し、出稼ぎ労働者に対する管理を強化し、労働者の募集と雇用の全チェン管理メカニズムを確立し、労働者のリスク地域での居住状況を厳格に調査し、常勤、非常勤、アウトソーシング、実習、派遣などの人員情報を確実に把握し、基礎台帳を作成し、一人も漏らさないようにしなければならに。適時に業界の主管部門と管轄鎮（街道）に労働者雇用の変化を報告し、規定によって出稼ぎ労働者の核酸検査を行い、毎日の健康監査を行ってデジタル健康ファイルを作成する。

　　四、自己管理責任を厳しく実行する

　　当市に居住、仕事、生活、学習及びその他の活働に従事する人員は、規定によって自主的に個人行程と健康状況を報告し、検温、健康コード、行程カード、「ドアベルコード」の検査、核酸検査、疫学調査及び健康管理などの措置に協力しなければならない。公共場所で安全な社交距離を保ち、マスクを規範的に着用する。住宅を貸し出す場合、賃借人、実際の居住者の身分証明書、核酸検査結果を確認し、中高リスク地区の居住歴を聞き、即時に関連情報を所属村(コミュニティ)と派出所に報告なければならない。

　　五、法律に基いて法律責任を追及する

　　(一) 事業体や機関は感染症予防・抑制管理規定に違反し、下記のいずれかの情況を有し、感染拡大を招いた場合、「中華人民共和国伝染病防治法」に基づいて処罰する。

　　1．流動人員の雇用を衛生防疫机関に報告しない場合

　　2．規定によって健康コード、行程カード、「ドアベルのコード」などの電子証明書を検査しない場合

　　3．規定によって核酸検査を行わない場合;

　　4．規定によって本部門の無錫に来た人に対してリスク地域に滞在する状況を調査しない場合

　　5．異常な状況を発見して即時に報告して一時管理措置を実行しない場合

　　調査によって発見された経営許可なしのホテル、レストラン、ネットカフェ、浴室、チェスルーム、歌舞ホールなどの場所に対して断固として取締まり、違法犯罪行為に対して厳しく処分し、実際の経営者に対しては法に基づいて処罰する。

　　(二)公民個人は感染症予防・抑制管理規定に違反し、下記のいずれかの情況を有し、治安管理の違反を構成する場合、「中華人民共和国治安管理処罰法」に基づて処罰する。犯罪を構成した場合、「中華人民共和国刑法」に基づいて刑事責任を追及する。

　　1．自発的に申告しない、個人健康、居住歴、濃厚接触歴などの情報を故意に隠し、又は提供しない場合

　　2．正当な理由なしに核酸検査に参加しない場合

　　3．ロックダウン管理、隔離管理を拒否し、または隔離期間未満で隔離管理を逸脱する場合

　　4．感染防止・検疫、疫学調査、医学的観察、健康監査および健康コード、行程カード、「ドアベルコード」などの措置に拒否する場合

　　5．感染症状況の発展あるいは処置に関する虚偽の情報をでっち上げ、故意に散布する場合。

　　(三)政府の関係机能部門とスタッフは感染症予防・抑制管理において職権を乱用し、職務を怠り、管理の職責を履行しなかった場合、関係部門は改正を命じ、通達をもって批判し、警告を与える。主要な責任者、責任ある主管者及びその他の責任者に対して、法に基づいて降格、解任の行政処分を与える。感染拡大または社会公衆の健康に重大な危害を及ぼす場合、法律に基づいて除名の行政処分を与える。犯罪を構成した場合、法に基づいて刑事責任を追及する。

　　今日、本市は連続5日間社会面の新規陽性感染者がゼロになった。多くの共産党員・干部、医療従事者、公安警察官、コミュニティスタッフ、ボランティアは全力をもって対処し、全市民は全力でサポートし、積極的に協力してくれたため、この容易でない戦いの成果を遂げた。感染症予防・抑制は傍観者なしの全市民行動であり、手を携えて肩を並べ、感染症と戦う共通認識を凝集し、一人一人が呼応し、一人一人が参与し、一人一人が自律し、良好な秩序を共に維持し、全力で美しい故郷を守りましょう。

　　6월 28일에 외부 성, 시에서 유입된 코로나19가 발견된 이래 시민들과 기업, 사업단위는 코로나19 응급처리에 적극 협조하고 전폭적으로 지원하여 우시시의 코로나19 예방통제에 공헌을 하였습니다. 하지만 코로나19의 전염경로를 검토와 분석한 결과에 의거하여, 고정거주지가 없고 안정적인 직업이 없으며 유동성이 크고 예방의식이 뒤쳐진 소수인원 및 간이건물, 음식점, 중개 서비스 기구 등 소수의 장소는 여전히 코로나19 예방통제 책임을 엄격하게 이행하지 않아 코로나19 확산 전파를 초래하였음을 발견하였습니다.

　　코로나19 예방통제 조치의 상시화를 실행하여 ‘개인 신고, 기업 책임, 장소 코드스캔, 부서 감독관리, 소속지 관리’등 목표를 달성하여 ‘조기 발견, 신속 처리’ 를 실현하기 위하여 관련 인원과 장소에 대한 코로나19 예방통제를 진일보 강화하는 통고를 아래와 같이 알려드립니다.

　　1. 당위원회 정부의 소속지 책임을 엄격하게 실행.

　　각 급 당위원회 정부는 코로나19 예방통제를 가장 큰 정치적 임무로 하여 소속지 책임을 엄격하게 실행하고 추적 조사 문책 메커니즘을 구축하며, 역량을 강화하여 관할구역 내의 단위, 기업 수량 및 인원 현황을 전면적으로 조사하고 정확하게 장악하며, 인원 관리통제 경로와 관리통제 조치를 엄격히 집행하고, 유동인구 정착지 점검 관리를 정기적으로 조직해 장려 신고 제도를 설립하여 관할구역 내 군중들이 코로나19 관련 단서를 제공하도록 전면적으로 발동하여 주시기 바랍니다.  

　　2. 주관부문의 감독관리 책임을 엄격하게 실행.

　　업계 주관부문은 감독관리를 강화하여 ‘장려·처벌 게시판’ 상벌 메커니즘을 구축하고 관련 단위가 인원 등기, 선전 안내 등 감독관리 책임을 다하도록 독촉하여 주시기 바랍니다. 격자식 방역 메커니즘에 기반하여 유형별 유동인구 정착지 관리를 강화하고 특히 폐기 공장건물, 유휴 간이건물, 건축현장, 단체 임대 건물, 교량 배수로 및 PC방, 목욕실 등 임시성 투숙장소에 대한 조사력을 확대하여 관리에 사각지대가 없도록 하시기 바랍니다.

　　3. 기업과 사업단위의 자체 책임을 엄격하게 실행.

　　기업과 사업단위는 코로나19 자체 책임을 실행하여 “고용자 책임, 수익자 책임” 원칙에 따라 자체 인원 및 출입문 을 잘 관리하고 외래 작업자 관리를 강화하며, 인원채용, 고용 사슬 관리 메커니즘을 구축하고 작업자의 코로나19 관련 지역 여행 거주 상황을 엄격하게 조사하여 본 단위의 정직원, 외부 채용 직원, 아웃소싱 직원, 인턴직원, 노무파견 직원등 각종 인원의 정보를 확실하게 장악하고 서류 기록을 남기며 전부 명확화, 하나도 빠짐없게 하여 주십시오. 또한 업계 주관부문과 소속지의 진(가도)에 인원채용과 고용현황을 제때에 보고하고 규정된 빈도수에 따라 외래 작업자 핵산검사를 진행하며 매일 건강 모니터링을 진행하고 전자 건강파일을 구축하시기 바랍니다.

　　4. 개인 자체 관리 책임을 엄격하게 실행.

　　우시시에서 거주, 근무, 생활, 학습 및 기타 활동에 종사하는 인원은 규정에 따라 개인 이동동선과 건강상황을 주동적으로 보고해야 하며, 온도 측정, 젠캉마(健康码), 싱청카(行程卡), “먼링마(门铃码)” 검사, 핵산검사, 역학조사 및 건강관리 등 코로나19 예방통제에 협조하여 주시기 바랍니다. 공공장소에서는 안전한 사회적 거리두기를 유지하고 규범적으로 마스크를 착용하여 주십시오. 건물을 타인에게 거주용으로 임대한 경우 임차인, 실제 거주자의 신분 증명서류, 핵산검사 보고서를 확인하고 중/고 위험 지역여행 및 거주경력 유무를 확인하며 빠른 시간 내에 관련 정보를 소재 촌(커뮤니티) 및 경찰파출소에 주동적으로 신고하여 주시기 바랍니다.

　　5. 법과 규정에 따라 법적 책임 추궁.

　　(1) 기업과 사업단위가 다음 사항에 해당되는 코로나19 예방통제 규정을 위반하여 코로나19의 전파 확산을 초래시에는 <중화인민공화국 전염병 방치법>에 따라 처벌을 할 것입니다.

　　1) 유동인원을 채용시 위생방역기구에 신고하지 않은 경우.

　　2) 규정에 따라 젠캉마(健康码), 싱청카(行程卡), ‘먼링마(门铃码)’ 등 전자 증빙을 검사하지 않은 경우.

　　3) 규정에 따라 핵산검사를 조직 진행하지 않은 경우.

　　4) 규정에 따라 본 단위의 우시 방문(복귀) 인원의 코로나19 관련 지역 여행 거주 상황에 대해 조사를 진행하지 않은 경우.

　　5) 이상 상황을 발견하였으나 제때에 신고하지 않고 임시 관리통제 조치를 취하지 않은 경우.

　　영업 허가증 없이 경영하는 여관, 음식점, PC방, 목욕실, 바둑·마작방, 유흥 음식점 등 업소가 조사발견된 경우  견결히 단속하고, 불법 범죄 행위를 엄하게 조사 처리하며 법에 따라 실제 경영자를 처벌할 것입니다.

　　(2) 공민 개인이 다음 조항에 해당되는 코로나19 예방통제 규정을 위반할 경우, <중화인민공화국 치안관리 처벌법>에 따라 처벌하며, 범죄판정되는 경우에는 <중화인민공화국 형법>에 따라 형사책임을 추궁할 것입니다.

　　1) 주동적으로 보고하지 않거나, 고의적으로 숨기거나 또는 개인 건강, 여행 거주 사실, 밀접 접촉 사실 등 정보를 제공하지 않을 경우.

　　2) 정당한 이유가 없이 핵산검사거부할 경우.

　　3) 봉쇄통제, 관리통제, 격리관리를 거부하거나 또는 격리기간이 만료되지 않은 상황에서 독단적으로 격리관리를 이탈할 경우.

　　4) 방역 검역, 역학조사, 의학관찰, 건강 모니터링 및 젠캉마(健康码), 싱청카(行程卡), ‘먼링마(门铃码)’ 검사 조치에 협조하지 않을 경우.

　　5) 코로나19 사태 및 코로나19 처치 업무의 거짓 정보를 지어내거나 고의적으로 전파할 경우.

　　(3) 정부의 유관 주관부문 및 소속 직원이 코로나19 예방통제 업무에서 직권 남용, 직무 태만, 코로나9 예방통제 직책 이행을 거부할 경우, 관련 부문은 시정 명령, 통보 비평, 경고를 하고, 주요 책임자, 책임 있는 주관 인원과 기타 책임인원에 대해 법에 따라 강직, 면직의 행정처분을 내립니다. 코로나19 확산 전파를 초래하거나 또는 사회 대중의 건강에 기타 엄중한 위해 후과를 초래할 경우에는 법에 따라 해고 행정처분을 내리며, 범죄로 판정되는 경우에는 법에 따라 형사책임을 추궁할 것입니다.   

　　오늘 우시시는 연속 5일 사회적 측면의 양성 감염자가 발생하지 않았습니다. 수많은 당원 간부, 의료진, 공안 경찰, 커뮤니티 인원, 자원봉사자들의 노고와 헌신 및 전체 시민들의 이해와 지지, 대대적인 협조가 있었기 때문에 이러한 성과를 이룰 수 있었습니다. 코로나19 예방통제는모든 사람과 관련되고 우리 모두 행동해야 합니다.우리 함께 손잡고 힘을 합쳐모든 사람이 관심가지고  참여해주고스스로 관리잘하며 코로나19 예방통제의 훌륭한 질서를 공동으로 유지하여 우리의 아름다운 삶터를 수호합시다!

　　关于进一步强化相关人员和场所疫情防控工作的通告（第145号）

　　自6月28日我市出现外省市关联疫情以来，广大市民和企事业单位积极配合、全力支持疫情应急处置工作，为我市疫情防控大局做出了应有的贡献。经分析研判，发现仍有少数无固定住所、无稳定职业且流动性大、防范意识差的人员以及工棚、餐馆、中介服务机构等场所没有严格履行疫情防控责任，导致疫情扩散传播。

　　为落实常态化疫情防控措施，做到“个人有申报、企业有责任、场所有扫码、部门有监管、属地有管理”，实现“早发现、快处置”目标，现就进一步强化相关人员和场所疫情防控工作通告如下：

　　一、严格落实党委政府属地责任

　　各级党委政府要把做好疫情防控作为最大的政治任务，严格落实属地责任，建立追查问责机制，充实工作力量，全面摸清辖区单位、企业底数及人员情况，准确掌握并严格执行人员管控口径和管控措施，定期组织流动人口落脚点清理整治，设立奖励举报制度，全面发动辖区群众提供涉疫线索。

　　二、严格落实职能部门监管责任

　　行业主管部门要加大监督检查力度，建立“红黑榜”奖惩机制，督促相关单位落实人员登记、宣传提醒等监管责任。依托网格化治理机制，加强对各类流动人口落脚点管理，特别要加大对废弃厂房、闲置工棚、建筑工地、群租房、桥梁涵洞及网吧、浴室等临时性住宿场所的排查检查力度，切实做到管理无盲区无死角。

　　三、严格落实企事业单位主体责任

　　事业单位应当落实疫情防控主体责任，坚持“谁用工谁负责、谁受益谁负责”原则，管好自己的人、看好自己的门，强化外来务工人员管理，建立招工、用工全链条管理机制，严格排查用工人员涉疫地区旅居情况，切实掌握本单位所属、外聘、外包、实习、劳务派遣等各类人员信息，建立基础台账，做到全部见底、一个不漏。及时向行业主管部门和属地镇（街道）上报招工用工变化情况，按规定频次开展外来务工人员核酸检测，进行每日健康监测并建立电子健康档案。

　　四、严格落实个人自我管理责任

　　在我市居住、工作、生活、学习以及从事其他活动的人员，应当按照规定主动报告个人行程和健康状况，配合做好测温，健康码、行程卡、“门铃码”查验，核酸检测，流行病学调查以及健康管理等疫情防控工作。在公共场所保持安全社交距离、规范佩戴口罩。出租房屋用于居住的，应当查看承租人、实际居住人身份证件、核酸检测报告，询问有无中高风险区旅居史，并第一时间主动将相关信息上报至所在村（社区）及派出所。

　　五、依法依规追究法律责任

　　（一）企事业单位违反疫情防控规定，具有下列情形之一，造成疫情传播扩散的，依照《中华人民共和国传染病防治法》进行处罚：

　　1、招用流动人员，未向卫生防疫机构报告的；

　　2、未按照规定查验健康码、行程卡、“门铃码”等电子凭证的；

　　3、未按照规定组织开展核酸检测的；

　　4、未按照规定对本单位来（返）锡人员涉疫地区旅居情况进行排查的；

　　5、发现异常情况未及时报告并落实临时管控措施的。

　　对排查发现的无证经营旅馆、餐馆、网吧、浴室、棋牌室、歌舞厅等场所，坚决予以取缔，对违法犯罪行为严厉查处，对实际经营者依法处罚。

　　（二）公民个人违反疫情防控规定，具有下列情形之一，构成违反治安管理行为的，依照《中华人民共和国治安管理处罚法》给予处罚；构成犯罪的，依照《中华人民共和国刑法》追究刑事责任：

　　1、不主动进行报备、故意隐瞒或者拒不提供个人健康、旅居史、密切接触史等信息的；

　　2、无正当理由拒不参加核酸检测的；

　　3、拒绝封控管控、隔离管理或者隔离期未满擅自脱离隔离管理的；

　　4、拒不配合防疫检疫、流行病学调查、医学观察、健康监测以及查验健康码、行程卡、“门铃码”等措施的；

　　5、编造、故意传播有关疫情发展或者处置工作虚假信息的。

　　（三）政府有关职能部门及其工作人员在疫情防控工作中滥用职权、玩忽职守、拒不履行疫情防控职责的，由有关部门责令改正、通报批评、给予警告；对主要负责人、负有责任的主管人员和其他责任人员依法给予降级、撤职的行政处分；造成疫情扩散传播或者对社会公众健康造成其他严重危害后果的，依法给予开除的行政处分；构成犯罪的，依法追究刑事责任。

　　今天，我市已连续五日社会面阳性感染者零新增，这来之不易的攻坚成果凝聚着广大党员干部、医护人员、公安干警、社区工作者、志愿者的日夜付出、无私奉献以及全体市民的理解支持、鼎力配合。疫情防控是一场没有旁观者的全民行动，让我们携手并肩，凝聚起同心抗疫的共识，人人响应、人人参与、人人自律，共同维护疫情防控良好秩序，全力守护美好家园！
