No.152 Notice on Epidemic Prevention and Control

　　From 0:00 on July 21, all medium risk areas in the city will be lifted and regular prevention and control measures shall be implemented throughout the region.

　　During this round of epidemic, under the strong leadership of the Wuxi Party committee and the city government, departments at all levels in the city have unswervingly adhered to the dynamic zero Covid-19 approach and efficient overall planning, implemented the requirements of "fast, strict, accurate, detailed and practical" Covid-19 response, and spared no effort to combat with the virus, work around the clock and race against time. Party members and cadres, medical personnel, public security officers, community workers and volunteers rushed forward at the command, and our citizens’ understanding, trust and support have also contributed to winning the fight against the epidemic. Here, we would like to express our sincere appreciation to you for your hard work and active cooperation!

　　In order to implement the requirements of the Covid-19 Prevention and Control Working Guidelines (Ninth Edition), adhere to the overall strategy of "preventing imported cases and the rebound of the epidemic within the country" and the general policy of "dynamic zero Covid-19 approach", further improve the level of science-based and accurate prevention and control, effectively maintain the safety and health of the people, and implement the requirements of "epidemic prevention, economic stability, and development safety", the relevant matters are hereby notified as follows:

　　1. Apply science-based and targeted health management of Wuxi-bound personnel

　　Inbound personnel shall strictly implement the whole process of closed-loop transportation by special vehicles, and abide by the "7+3" health management measures, which includes 7 days of centralized isolation + 3 days of home-based health monitoring.

　　Strictly implement 7-day centralized isolation for those who have traveled to or lived in high-risk areas within 7 days; people who have traveled to or lived in medium-risk areas within 7 days shall be strictly isolated at home for 7 days; people who have traveled to or lived in low-risk areas within 7 days (i.e. other areas in counties (cities, districts, banners) (or streets of municipalities directly under the central government) where medium and high-risk areas are located shall conduct nucleic acid testing twice in 3 days after arriving in Wuxi. Railway stations, the airport and expressway entries shall strictly check the nucleic acid negative report and take nucleic acid sampling of Wuxi-bound personnel who come from the epidemic affected areas.

　　The above-mentioned Wuxi-bound personnel shall declare independently through the "Wuxi declaration system" or report to the employer of their destination and communities (villages) in advance, and actively cooperate with management measures such as health monitoring and nucleic acid testing. After receiving the report, employers and communities (villages) should take the initiative to contact them in time, inform them of the epidemic prevention management requirements, keep track of their travel history, and strictly implement health management measures.

　　Employers including various types of industrial parks, enterprises, construction sites and farmers’ markets and market fairs as well as labor dispatching units such as labor market intermediaries and outsourcing service agencies shall adhere to the principle of “who employs and benefits are responsible”, strengthen regulated management of employees from other cities, establish a complete chain of management mechanism in employment, keep track of the travel and residence history of personnel who have been to epidemic affected areas, and well manage their own staff and entrances.

　　2. Continue to strengthen the regular management of key venues

　　Party and government departments, enterprises, public institutions, public places and public transport should fully implement Covid-19 response measures. The "doorbell code" and negative nucleic acid testing result within 72 hours or sampling record within 24 hours shall be stringently checked to ensure no one is ignored in this regard. For places and businesses that fail to meet the Covid-19 response requirements such as code scanning and check, all the localities and competent authorities of relevant industries shall notify the parties involved and urge for rectification. Those who result in the spread of the epidemic shall be held accountable.

　　Chess and card rooms, mahjong parlors, public bathhouses, foot spa businesses, bars, internet cafes, KTVs, ballrooms, escape rooms, script murder businesses and all kinds of dine-in services in Xinwu District shall lift restrictions on capacity and time limit, and resume businesses. All the business units shall apply disinfection, cleaning and ventilation of their business venues, equipment and facilities before resumption of businesses and all the staff members shall hold negative nucleic acid testing report within 48 hours when returning to work.

　　Bus lines of Wuxi Coach Station shall be resumed in an orderly manner. The coach station shall shoulder primary responsibility in Covid-19 response, organize their staff members to take nucleic acid testing, disinfect and ventilate the station, and put in place necessary protective articles and disinfectants while taking both epidemic prevention and control and operating services into consideration.  

　　Adhere to the multi-channel monitoring and alert system of Covid-19 response. Pharmacies and all medical institutions should give full play to their role as “sentinels” and further strengthen the regulated management of fever clinics. Medical institutions should carry out pre-examination and triage and ensure timely nucleic acid testing results. The first doctor, department or hospital that the patient visit will take primary responsibility. Retail pharmacies should keep a record of customers who buy febrifuge, cough medicine, antivirals,  antibiotics and cold medications, encourage the customers to take an on-site antigen test before purchase and report relevant information on a daily basis. Local sub-districts (communities, villages) shall apply measures such as information check and health monitoring.

　　3. Ensure that all the parties fulfill their respective responsibilities in Covid-19 response

　　All the citizens shall be encouraged to take nucleic acid testing. Wuxi citizens as well as people who travel to or temporarily live in Wuxi shall take nucleic acid testing once every 72 hours. Key groups of people such as staff members in high-risk positions and people engaged in the service industry shall take the initiative to take nucleic acid testing according to the required frequency. Competent departments of all industries and business entities shall keep track of their staff members, strengthen register and dynamic management and organize nucleic acid testing strictly in accordance with the required frequency.

　　Local authorities, government departments, employers and individuals shall fulfill their responsibilities. Party committees and governments at all levels should strictly fulfill their territorial responsibilities, closely monitor the latest changes in epidemic prevention and control, improve relevant measures, and ensure that there’s no dead corner in Covid-19 response; the competent departments of all industries shall earnestly shoulder their supervision and management responsibilities, refrain from prevarication and evasion of responsibility, carry out regular supervision and inspection of the businesses under their jurisdiction and make sure that epidemic prevention and control measures are put in place; enterprises and public institutions should strictly shoulder their main responsibilities, improve Covid-19 response measures, and discover potential Covid-19 positive cases with the help of “antigen+nucleic acid testing” so as to safeguard every “small gate” for the safety of the city.

　　It is encouraged that citizens shall strictly fulfill their responsibilities of self-management, keep the habit of wearing masks correctly, washing hands frequently, cleaning and disinfecting as often as possible, take the initiative to get vaccinated and strengthen personal health monitoring. Those who have symptoms such as fever and coughing shall go to the nearest fever clinic with proper self protection and refrain from taking public transport during the process. Those who violate relevant provisions of epidemic prevention and control shall be held accountable according to laws.

　　Every Wuxi citizen is the guardian of our safe and harmonious city. Currently, we’re still faced with severe epidemic prevention and control situation and the Omicron BA.5 subvariant spreads much faster. All the citizens shall strengthen their awareness and couldn’t relax for a single moment in Covid-19 response. 　　7月21日0時より、市内すべての中リスク地域を解除し、全域で常態化の感染症予防・抑制措置を実施する。

　　今回の感染症が発生して以来、市の共産党委員会・市政府の有力なリードの元で、全市の各級は「動的ゼロコロナ」の指針を徹底し、効率よく統合して、「速く、厳しく、正確で、細く、実務的」の要求を実行し、全力を尽くしてウィルスと戦い、日夜問わずに時間と競い、多くの共産党員・幹部、医療関係者、公安警察、社区のスタッフ、ボランティアの皆様は命令を聞いて即行し、突撃し、市民の皆様は信頼と理解を与え、全力で支持し、感染症を勝ち越すために力を貢献した。ここで、皆様方の勤勉なご努力と積極的なご協力に感謝する！

　　「新型コロナウィルス肺炎診療ガイドライン（第9版）」の要求に基づいて、「国外からの感染症輸入と国内感染の再拡大を防ぐ」総戦略と「動的ゼロコロナ」総方針を徹底し、科学的かつ正確な予防・抑御の水準を更に高め、市民の皆様の安全と健康を確実に守り、「感染を防止し、経済を安定させ、発展を安全にする」という総要求をしっかりと実行するために、ここで関係事項について以下のように通告する：

　　一、当市へ訪問や戻る人の健康管理を科学的かつ精密的に実施する

　　新規入国者に対し、全過程で専用車によるクローズドループ転送を厳格に実行し、「7+3」健康管理、即ち7日間の集中隔離+3日間の在宅健康モニタリング措置を実行する。

　　7日間以内に高リスク区域で滞在歴のある方に対し、7日間の集中隔離を実行し、7日間以内に中リスク区域で滞在歴のある方に対し、7日間の在宅隔離を実行する。7日間以内に低リスク区域（即ち、中・高リスク区域がある県（市、区、旗）（直轄市では街道）のその他の地域）で滞在歴のある方に対しては、当市到着した後、3日間以内に2回の核酸検査を実施する。「二駅一場」（駅、バスターミナル、空港）、交通の玄関口では、感染症関連地域から当市へ訪問や戻る人の核酸陰性報告の検査と即場での核酸採取を厳格に行う。

　　以上各種の方は事前に「入錫申告システム」を通じて自主申告するか、または目的地所在の職場、社区（村）に報告し、健康モニタリング、核酸検査などの管理措置に積極的に協力しなければならない。職場、社区（村）は報告を受けた後、直ちに積極的に連絡し、防疫管理要求を知らせ、行動情報を把握し、健康管理措置を厳格に実行する。

　　全市各種の工業パーク、企業、工事現場、農産品の貿易（集中貿易）市場などの事業者、及び労働仲介、アウトソーシングサービス機構などの労務派遣企業は、「雇用主責任、収益者責任」原則を徹底し、外来の労働者に対し、規範的な管理を強化し、募集・雇用の全過程管理メカニズムを確立し、従業員が感染症関連地域の滞在歴があるかどうかを厳格的に調査し、自分の従業員をしっかりと管理し、自分の玄関口をしっかりと見張らなければならない。

　　二、重点場所の常態化管理を引き続き強化する

　　全市役所・企業・事業者、公衆施設、公共交通機関などは全面的に各予防・抑制措置を実施し、入場者の「ドアベルコード」、72時間核酸陰性証明または24時間検体採取証明を厳格に検査し、「すべての入場者がコードをスキャンし、すべての結果にチェックする」。コード・スキャン、検査などの予防・抑制措置を規定通りに実行していない場所や機構に対し、各地の各業界の主管部門は厳粛に改善を呼びかけ、感染拡大をもたらした場合、それなりの責任を厳粛に追及する。

　　市内すべての将棋・トランプ室、麻雀館、公共浴室、足マッサージ店、バーネットカフェ、カラオケ、歌舞ホール、脱出ゲーム、マーダーミステリー・ゲーム及び新呉区の各種飲食店の店内飲食は、入場者と時間帯規制を取り消し、営業を再開する。各機構は営業を再開する前に、経営場所、設備・施設などを全面的かつ徹底的に消毒と滅菌を行い、すべての従業員が48時間内の核酸検査陰性の記録を持つ必要がある。

　　無錫バスターミナルの長距離バス運営を秩序立てて再開する。ターミナル管理側は感染予防・抑制の主体的責任を厳格に実行し、従業員の核酸検査、施設の消毒滅菌、換気などをしっかりと行う。感染防止と運営サービスを統合して配慮し、必要な防護と消毒用品を配備する。

　　多ルートで感染予防モニタリング警報を徹底し、各レベル各種類の医療機関、小売り薬局は「見張り所」の役割を充分に発揮し、発熱外来の規範的な管理を更に強化し、医療機関は事前検査の分診、初診責任制と核酸検査結果チェックなどの措置を厳格に実行し、薬局は解熱、咳止め、抗ウィルス、抗生物質などの薬品の購入者に対し、実名登録と情報報告を厳しく行い、購入前に即場での抗原検査を提唱し、毎日情報をアップロードし、管轄地の街道（社区、村）は該当の人に対し、情報確認と健康モニタリングなどの措置を実行する。

　　三、感染予防・抑制の各方面の責任を確実に履行する

　　「核酸検査を受けたい市民は皆検査を受けるべき」と提唱し、市民全体とその他の当市在留者は72時間ごとに核酸検査を自覚的に受けるべきである。高リスク業界の従業員、サービス業の従業員など重要観測対象者は要求された頻度に従って、積極的に核酸検査を行い、業界主管部門と経営者側は業界や企業の検査すべき人員を把握し、名簿登録と動的管理を強化し、要求された頻度に応じて適時に核酸検査を行う必要がある。

　　全市は「四方面の責任」を更に確実に履行し、各レベルの党委員会と政府は現地の責任を厳格に履行し、感染予防・抑制状況の変化をしっかりと見つめ、速やかに予防・抑制措置を最適化し、予防・抑制に見落としのないように確保する。業界主管部門は監督管理責任を履行し、責任を転嫁せず、管理不十分を避け、主管する業界部門に対して経常的な監督検査を展開し、所属部門、所轄業界の感染予防・抑制を確実に行う。企業・事業体は主体的責任を実行し、健全な予防・抑御管理制度を整え、「抗原+核酸検査」を用いて「早期発見」能力を高め、都市安全のために各「小さな玄関口」をしっかりと守る。

　　市民の皆様は個人の防疫責任を履行し、こまめに手洗い、マスクの着用、清潔・消毒などよい衛生習慣を保ち、積極的に予防接種し、個人健康モニタリングを強化し、発熱、乾いたせきなどの症状が出た場合、直ちに発熱外来で受診し、病院へ行く途中は個人防護を整え、公共交通機関のご利用をお避けください。感染予防・抑制の規定に違反する行為に対し、法律に基づいて法的責任を追及する。

　　1. 우시 방문(복귀) 인원에 대해 과학적이고 정확한 건강관리 실행

　　입국인원은 전체 과정에서 전문차량을 이용한 운송을 엄격하게 집행하고 ‘7+3’ 건강관리 조치, 즉 7일 집중격리+3일 자택 건강 모니터링을 실행하여 주기 바랍니다.

　　7일 내에 고위험 구역에서 여행, 거주한 적이 있는 인원은 7일 집중격리를 엄격하게 실행하고, 7일 내에 중위험 구역에서 여행, 거주한 적이 있는 인원은 7일 자택격리를 엄격하게 실행하며, 7일 내에 저위험 구역(즉, 중/고위험 구역의 소재 현 혹은 시, 구, 기, 직할시일 경우 가도)에서 여행, 거주한 적이 있는 인원은 우시에 도착한 후 3일 내 2회의 핵산검사를 실시합니다. 기차역, 시외버스역, 공항, 도로출입구는 코로나19 발생지역에서 우시를 방문(복귀)한 인원에 대한 핵산 음성보고서 검사와 현지 핵산 샘플채취 작업을 엄격하게 진행하여 주기 바랍니다.

　　상기 우시 방문(복귀) 인원은 미리 ‘우시 진입 신고 시스템’을 통해 자발적으로 신고하거나 또는 목적지 단위, 커뮤니티(촌)에 신고하여 주시고, 건강 모니터링, 핵산검사 등 관리조치에 적극적으로 협조하여 주시기 바랍니다. 단위, 커뮤니티(촌)은 신고를 받은 후 즉시 주동적으로 연락하여 방역관리 요구사항을 알리며, 인원의 일정 정보를 장악하고 건강관리 조치를 엄격하게 실행하여 주기 바랍니다.

　　전 시 각종 단지, 기업, 시공현장, 농업무역(집산 유통)시장 등 고용단위 및 노동중개, 아웃소싱 서비스 기구 등 노무파견 단위는‘고용자 책임, 수익자 책임’ 원칙을 견지하여 외래 작업자 규범관리를 강화하고 인원 채용. 고용 전체 사슬 관리 메커니즘을 구축하여 고용인원의 코로나19 발생지역 여행 거주 상황을 엄격하게 조사하여 인원과 입구 관리를 철저히 하기 바랍니다.

　　2. 중점 장소에 대한 상시화 관리를 지속적으로 강화

　　전 시의 기관, 기업과 사업단위 공공장소, 대중교통 등은 각종 예방통제 조치를 전면적으로 실행하여 진입인원의 ‘먼링마(门铃码)’를 엄격하게 검사하고, 72시간 핵산 음성 증명 또는 24시간 샘플 채취 증명을 엄격하게 검사해 각 방역요구의 집행을 독촉하여 주기 바랍니다. 규정에 따라 코드 스캔, 검사 등 방역 요구를 실행하지 않은 장소, 단위에 대해서는 각 지 각 업계 주관부서가 엄숙하게 시정을 독촉하고, 코로나19 확산 전파를 초래할 경우에는 상응한 책임을 엄숙히 추궁할 예정입니다.

　　전 시의 바둑실, 마작실,공공 목욕실, 족욕 가게 술집, PC방, KTV, 유흥 음식점, 방탈출, 스크립트킬 및 신우구의 각종 요식 음식점내 취식에 대한 용량과 시간 제한 조치를 취소하며, 경영을 회복합니다. 영업을 회복하기 전에 영업장소, 설비시설 등의 소독을 철저히 하고 모든 직원들은 48시간 내 핵산검사 음성증명을 소지한 후 근무진행할 수 있습니다.

　　우시 버스터미널 여객운송 노선을 질서있게 회복합니다. 터미널은 예방통제의 자체 책임을 엄격히 실행하여 직원들을 조직해 핵산 검사, 터미널 소독, 통풍 등 작업을 진행해 주기 바랍니다. 코로나19 예방통제 상시화 진행하는 동시에 운영 서비스를 회복하여 필요한 방호용품과 소독용품을 비치하기 바랍니다.

　　다경로 방역 모니터링 조기경보를 견지합니다. 각 급 각종 의료기관과 소매 약점은 ‘초소’ 역할을 충분히 발휘하여 열증 진찰실 규범화 관리를 진일보 강화하고, 의료기관은 예진분류, 일차 진찰 책임과 핵산검사결과 제시 등 예방통제 조치를 엄격하게 실시하며, 약점은 해열제, 기침약, 항바이러스제, 항생제, 감기약 등 약품을 구입한 인원에 대해 실명등기를 엄격하게 진행하고, 구매전에 현장에서 항원 검사를 한번 진행하도록 제창하며, 매일 정보를 푸시하기 바랍니다. 커뮤니티(촌)에서 인원 조사와 건강 모니터링 등 조치를 실행하기 바랍니다.

　　3. 코로나19 예방통제책임 강화

　　시민들에게 ‘자원 검사’를 제창하여 전체 주민 및 기타 우시에 있는 인원은 72시간에 한번씩 자각적으로 핵산검사를 진행하시기 바랍니다. 고위험 직무의 인원과 서비스 업계 종사자 등 중점 모니터링 인원은 규정 빈도수에 따라 주동적으로 핵산검사를 진행하며, 업계 주관부서와 경영주체는 본 업계, 본 단위의 검사 받아야 하는 인원을 정확하게 파악하여 등기하고 동적 관리를 강화하며, 빈도수 요구에 따라 제때에 핵산검사를 조직해 주기 바랍니다.

　　우시시의 모든 기관, 기업 및 시민들은 자체 책임을 강화하고 각 급 당위원회와 정부는 소속지 책임을 실행하여 코로나19 예방통제 형세 변화를 주목하고 예방통제 조치를 제때에 최적화함으로써 예방통제에 사각지대가 없도록 확보하기 바랍니다. 업계 주관부서는 감독관리 책임을 이행하여 책임을 전가하지 않고 자리를 비우지 않으며, 주관 업계 단위에 대해 자주 감독 지도 검사를 진행함으로써 소속 단위, 관할 업계의 코로나19 예방통제를 철저히 진행해 주기 바랍니다. 기업과 사업단위는 자체 책임을 실행하여 예방통제 관리제도를 보완하고 건전화 시키고, ‘항원+핵산검사’를 통해 ‘조기 발견’ 능력을 제고해 도시의 안전을 위해 모든 ‘작은 문’을 수호하여 주기 바랍니다.

　　시민 여러분은 자기관리 책임을 이행하여 자주 손을 씻고, 마스크를 착용하고, 청결 소독 등 좋은 위생 습관을 유지하며, 코로나 백신을 주동적으로 접종하고 개인 건강 모니터링을 강화하며, 발열, 마른 기침 등 증상을 발견하면 즉시 열증 진찰실으르 방문하여 진찰을 받고, 도중에 개인 보호를 철저히 하며 대중교통도구이용을 삼가해주시기 바랍니다. 코로나19 예방통제 규정을 위반하는 행위에 대해서는 법과 규정에 따라 법적책임을 추궁할 것입니다.

　　为深入贯彻落实《新型冠状病毒肺炎防控方案（第九版）》要求，坚持“外防输入、内防反弹”总策略和“动态清零”总方针，进一步提高科学精准防控水平，切实维护人民群众生命安全和身体健康，落实好“疫情要防住、经济要稳住、发展要安全”总要求，现就相关事项通告如下：

　　一、科学精准做好来（返）锡人员健康管理

　　入境人员严格落实全程专车闭环转运，实行“7+3”健康管理措施，即7天集中隔离+3天居家健康监测。

　　7天内有高风险区旅居史人员严格实行7天集中隔离；7天内有中风险区旅居史人员严格实行7天居家隔离；7天内有低风险区（即中、高风险区所在县（市、区、旗）（直辖市为街道）的其他地区）旅居史人员抵锡后实施3天2次核酸检测。两站一场、交通道口要严格做好涉疫地区来（返）锡人员的核酸阴性报告查验和落地核酸采样工作。

　　以上各类来（返）锡人员需提前通过“入锡申报系统”自主申报或向目的地单位、社区（村）报备，积极配合落实健康监测、核酸检测等管理措施。单位、社区（村）接到报备后，及时主动对接，告知防疫管理要求，掌握人员行程信息，严格落实健康管理措施。

　　全市各类园区、企业、工地、农贸（集贸）市场等用人单位，以及劳动中介、外包服务机构等劳务派遣单位，坚持“谁用工谁负责、谁受益谁负责”原则，强化外来人员规范管理，建立招工、用工全链条管理机制，严格排查用工人员涉疫地区旅居情况，坚决管好自己的人、看好自己的门。

　　二、持续加强重点场所常态化管理

　　全市机关企事业单位、公共场所、公共交通等要全面落实各项防控措施，严格查验进入人员“门铃码”、72小时核酸阴性报告或24小时采样证明，做到“逢进必扫、逢扫必验”。对未按规定落实扫码、查验等防控要求的场所、单位，各地各行业主管部门要严肃督促整改，造成疫情扩散传播的，将严肃追究相应责任。

　　全市棋牌室、麻将馆、公共浴室、足浴店、酒吧、网吧、KTV、歌舞厅、密室逃脱、剧本杀及新吴区各类餐饮单位堂食，取消容量和时间限制措施，恢复开放经营。各单位恢复营业前要对经营场所、设备设施等进行全面彻底消毒消杀，所有工作人员须持48小时内核酸阴性证明上岗。

　　有序恢复无锡汽车客运站客运班线，客运站要严格落实疫情防控主体责任，组织从业人员核酸检测、站场消杀、通风等工作。统筹兼顾疫情防控和运营服务，配备必要的防护和消毒用品。

　　坚持多渠道防疫监测预警，各级各类医疗机构和零售药店要充分发挥“哨点”作用，进一步加强发热门诊规范化管理，医疗机构要严格落实预检分诊、首诊负责和做核测有结果等防控措施，零售药店要严格做好购买退热、止咳、抗病毒、抗生素、感冒等药物人员的实名登记，倡导购买前现场进行一次抗原检测，每日做好信息推送，由辖区街道（社区、村）落实人员核实和健康监测等措施。

　　三、压紧压实疫情防控各方责任

　　倡导市民“愿检尽检”，全体居民及其他在锡人员每72小时自觉完成一次核酸检测。高风险岗位人员和服务行业从业人员等重点监测人群应按照规定频次主动进行核酸检测，行业主管部门和经营主体要摸清摸准本行业、本单位应检人员，加强登记造册和动态管理，严格按频次要求及时组织进行核酸检测。

　　全市上下要进一步压实四方责任，各级党委政府要落实属地责任，紧盯疫情防控形势变化，及时优化防控措施，确保防控工作不留死角；行业主管部门要履行监管责任，不推诿、不缺位，对主管的行业单位开展经常性督导检查，切实做好所属单位、所辖行业的疫情防控工作；企事业单位要落实主体责任，健全完善防控管理制度，用好“抗原+核测”提高“早发现”能力，为城市安全守好每一道“小门”。

　　广大市民要履行自我管理责任，保持勤洗手、戴口罩、清洁消毒等良好卫生习惯，主动接种新冠疫苗，加强个人健康监测，如出现发热、干咳等症状，及时前往就近发热门诊就诊，途中做好个人防护，避免乘坐公共交通工具。对违反疫情防控规定的行为，将依法依规追究法律责任。
